Tom Velez, CEO


Tom is the Chairman and CEO of CTA.

From its inception in 1979, Tom has led the development of a corporate culture that has resulted in the receipt of over 1,000 commendation letters from satisfied clients from both government and commercial sectors and a proven ability to attract and retain top-notch engineering talent. Throughout its history, CTA has repeatedly demonstrated the capability to successfully engineer and/or develop highly complex hardware/software systems meeting exacting performance standards.

Toms background includes more than 30 years of experience in the design and development of real-time aerospace and command and control systems in support of mission critical national operations. He has published more than 25 technical articles and has received various honors from numerous government agencies and the academic community. Before founding CTA, Tom worked for Martin Marietta Aerospace where he was responsible for the development of an advanced technology software organization engaged in comprehensive R&D activities in advanced computer networks, information security, embedded applications, and data management systems in support of aerospace, defense and intelligence systems.

Before joining Martin, Tom was a NASA graduate fellow and manager of Goddard Space Flight Centers Flight Dynamics laboratory involved in real-time satellite control systems. He also founded the renowned NASA Software Engineering Laboratory, in cooperation with the University of Maryland and Computer Sciences Corporation, still in operation today.

His academic background includes a B.S. in Mathematics from Iona College; M.S. in Mathematics and Computer Science from Adelphi University; Ph.D. in Applied Mathematics from Georgetown University and J.D., Magna Cum Laude from the University of Baltimore.')"

Jim Scott, COO


Jim is our Chief Operating Officer, responsible for the management of the full spectrum of company business operations.

Jim joined CTA in 1985 and has served in various technical and management positions including manager of the Avionics unit in Ridgecrest, CA, manager of the Dayton, OH office, Chief Technology Officer, and Operations Manager for the Y2K Division. His expertise in advanced network, hardware/software architectures and systems engineering combined with his outstanding leadership skills have resulted in an impressive array of successful program engagements from the development of real-time military flight simulation systems to the successful roll-out of the national FBI advanced fingerprint identification system.

Jim began his career as a nuclear physicist at Westinghouse and at Carolina Power and Light. In 1981 Jim initiated Corem International in McLean, VA for AEG Telefunken (West Germany) where he served as Vice President for software development and customer support. He then joined Sprint as the General Manager of their AdSoft unit, which developed real-time embedded software for the alarm industry and central station automation products.

Jim is a Graduate of Lamar State College of Technology with a degree in physics and has done graduate work at the University of Pittsburgh and Carnegie Mellon University.')"

Bill Chartier, EVP


Bill is the Executive Vice President of the CTA Commercial Solutions, Colorado Springs, and Ridgecrest cost centers. The company portfolio of commercial accounts includes portal development, data warehousing, and enterprise integration projects. Information security projects, as well as its advanced software development programs are managed within the Colorado Springs organization.

Bill has over 25 years experience in systems engineering management and business operations. During his career, he has managed the development of complex hardware and software systems including mission-critical military systems as well as simulators, development and test laboratories, undersea warfare systems and flight-worthy electronic countermeasure systems. Bill spent his early career at Hughes Aircraft Company working on national defense projects such as the Firefinder Radar and the MK-48 Advanced Capability Torpedo. After seven years at Hughes, Bill joined CTA to manage the development of software simulation systems for Navy tactical aircraft including the AV-8B Harrier and the F/A-18 Hornet at the China Lake Naval Air Warfare Center. While at China Lake, Bill was appointed the Deputy Division Manager and directed the business operations of CTA Ridgecrest Division overseeing several multimillion-dollar contracts with total annual revenues over $25 million and 300 staff. After over eight years with CTA, he moved to San Diego to join Comptek Federal Systems as the Deputy Director. While at Comptek, he ran a systems engineering department and worked with the SPAWAR Systems Center on Navy tactical data link systems. Bill returned to CTA in June of 1998 as the San Diego Director of Operations and performed as the Program Manager directing Y2K assessment, test, and remediation efforts at three West Coast international airports; Los Angeles, Ontario, San Diego.

Bill is an alumnus of the University of California, Irvine where he received a Bachelor of Science in Electrical Engineering in 1982.')"
